CLE General Information


  • How can I find out about upcoming CLE programs? For information about MoBarCLE programs, click HERE.
  • How do I register for programs? There are three ways to register: Online Phone | 888.253.6013 Registration form | Click to fill out and mail or email us your registration form.
  • I am not a member of The Missouri Bar. How do I register for programs? To register online as a non-member, click HERE to create an account. You will then be able to register for programs. See related article.
  • Can I purchase a program for another person? Yes! Our system allows users to purchase programs for their coworkers and colleagues. BUYING THE SAME COURSE FOR YOURSELF AND ANOTHER REGISTRANT In the "Registrant Confirmation" part of of the shopping cart, simply change the quantity of the course to match the number of total registrants desired and fill in the additional registrants email and name. SCREENSHOT BREAKDOWN Jane Doe is the Purchaser and will pay for the course on behalf of John Doe Jane Doe herself will be a registrant for the course "A Sample Program" John Doe will be an additional registrant on this course. Upon completing the order both Jane will receive an order confirmation and, along with John Doe, will receive an email with instructions on how to access their account and program. BUYING PROGRAM(S) ONLY FOR OTHERS If you are wanting to register a course for another person, simply select the, 'I am registering for someone else,' check box on the Registrant Confirmation portion of the Checkout process.   • Is my credit card information secure? Yes. All credit card information is secured by SSL Encryption. The Missouri Bar does not maintain credit card information on file.
  • Will I receive confirmation that I am registered for a program? Once your payment has been processed, you will receive a receipt for your purchase via email. You will also receive a reminder email prior to the program date.
  • Who do I contact if I need special accommodations for a program? If you have a special needs request addressed by the ADA or a dietary need request, contact mobarcle@mobar.org prior to the program. Individuals with food allergies or intolerances, as well as those with religious or social beliefs, such as kosher or vegetarian must submit their requests in writing at least three weeks prior to any onsite program. While every effort is made to provide for guests with dietary restrictions, it is not possible to accommodate popular, weight-loss diets or alternative meal choices.

  • Financial Hardship Waiver Missouri Bar members who are unable to afford seminar course fees due to financial hardship may complete an application for a complete waiver or reduced fee. To apply, complete both pages of this form, sign it, and submit to our office at least three (3) weeks prior to the program date. Waivers and reduced fees will not be awarded at the door on the date of the program. Financial aid shall be capped once an attorney has obtained nine (9) MCLE hours of credit in one reporting period. The determination of whether an attorney is eligible for a reduced or waived fee will be made on a case-by-case basis based upon factors including professional relevance, financial need, and the space available for the seminar. Materials & Certificates


  • When will I receive course materials? All materials for webinars and onsite programs will be made available electronically in your online streaming classroom at least three days prior to the program. To ensure access to the electronic materials at onsite programs, save the files to your electronic device prior to the program, as an internet connection cannot be guaranteed at all program venues.
  • I can't find/am missing my course materials Your course materials are located under the Materials button under your course title in your account page. Course materials are also included in your program viewer in the Materials tab. For Webinar's, it is possible that some course materials may not become available until 1-2 days before the program date. If any course materials are added while any Webinar is actually in progress the handouts will automatically populate the Materials tab in your viewer. Please note that some speakers do not give permission to include their slides in the written materials. If you feel the handouts are incorrect, corrupted or you are missing course materials, please contact customer support.
  • How do I get my Certificate of Attendance To obtain your Certificate of Attendance: Locate the program in your electronic classroom and click on the Certificate button Click on Evaluation to complete the evaluation Click on Download your Certificate to download/print or email your Certificate of Attendance On your Profile page, under Certificate Status, it will say Completed *PLEASE NOTE: Processing your credit does NOT record your hours to your MCLE report.
  • When I complete a course and print my Certificate of Attendance, are the CLE automatically recorded on my MCLE Annual Report of Compliance? No. The information contained in your classroom - including Certificates of Attendance - is solely for your use and records. The credits shown are for MoBarCLE programs only and do NOT automatically report to your MCLE Annual Report of Compliance. To record your CLE credits, file your Annual Report of Compliance electronically, or to check your carryover credit from the preceding year, go to the MCLE Home Page and follow the instructions.

Self-Study


  • What is self-study credit? Pursuant to Regulation 15.04.5, a lawyer may receive up to six hours of self-study credits in a reporting year by studying law-related materials "in furtherance of general academic and professional competence." MoBarCLE offers electronic course materials and video recordings for the majority of MoBarCLE programs, which can be used towards self-study MCLE credit. Lawyers may not use self-study to satisfy Rule 15.05(e) MCLE requirements (ethics or elimination of bias).
  • What programs are available as self-study? Click here to view our self-study catalog.
  • How can I access self-study programs? After purchasing a self-study program you will receive an order confirmation email with a link to your account and streaming classroom. Locate the program in your list of purchases. To access video/audio, click on Launch Viewer. To access written materials, click on Handouts.
  • Can I stop & start Self-Study programs at any time? Yes, for all Self-Study programs, you may pause the viewing and even re-open the viewer (to resume at a later date/time or even location) and the platform will remember where you left off in your viewer progress. Guardian ad Litem Training


  • How do I become certified as a Guardian ad Litem (GAL)? You must first participate in an 8-hour training that conforms to the Supreme Court of Missouri Standards with Comments for Guardians ad Litem in Juvenile and Family Court Division Matters in order to become certified as a GAL. See the Standards for complete information about the appointment and duties of serving as a GAL. Standard 14.0 specifically relates to GAL training. After completing your training, you must contact your circuit clerk for further direction on how to be added to the court’s appointment list.
  • What training courses are available through MoBarCLE? MoBarCLE offers both the initial 8-hour training and the 3-hour recertification training throughout the year. Click HERE for dates and times.
  • Can I obtain or continue my certification through self-study? No. Standard 14.0 states "Any continuing legal education required by this standard shall not be completed by self-study."
  • Does Guardian ad Litem training qualify for MCLE credit? Yes, GAL training qualifies for MCLE compliance.
  • How do I get my Guardian ad Litem Certificate? To obtain your Guardian ad Litem Certificate: Locate the Guardian ad Ltiem program in your electronic classroom and click on the Certificate button Click on Evaluation to complete the evaluation Click on Affidavit and indicate you attended the entire training Click on Download your Certificate to download/print or email your Certificate On your Profile page, under Certificate Status, it will say Completed *PLEASE NOTE: Processing your credit does NOT record your hours to your MCLE report.
  • What are the Training Requirements for Guardians ad Litem? STANDARD 14.0 Training The Standards were adopted on May 20, 2009, and revised on September 1, 2011. The court shall not appoint a lawyer to serve as guardian ad litem until the lawyer has completed eight hours of continuing legal education devoted to guardian ad litem training. Thereafter, to continue to be appointed as a guardian ad litem, a lawyer shall complete three hours of continuing legal education devoted to guardian ad litem training annually. The hours required for guardian ad litem training qualify toward the mandatory annual 15 hours of continuing legal education. The program sponsor shall obtain approval of the program for continuing legal education from The Missouri Bar. Any continuing legal education required by this standard shall not be completed by self study. In addition, the program sponsor shall obtain approval of the program as guardian ad litem training from the presiding judge in a circuit where the training is offered. Completion of the training hours shall be documented by an affidavit or other evidence filed with the appointing court by July 31st of each year. Any lawyer who has completed at least six hours of guardian ad litem training within five years prior to the date of the adoption of these standards shall not be required to complete the initial eight hour course of study. Any lawyer currently approved by the court to serve as a guardian ad litem who has not completed any guardian ad litem training within five years prior to the date of the adoption of these standards shall have one year from the date of the adoption of these standards to complete the initial eight hours of training. The judge appointing the guardian ad litem shall determine whether the lawyer has completed the required training prior to making any appointment. Prior to appointment, the lawyer must have completed a training program in permanency planning.

Kansas Credit


  • What if I need Kansas Credit? MoBarCLE seeks Kansas CLE accreditation for many programs. Live Events If attending a live event in which Kansas credit has been approved, you may obtain an affidavit of attendance from the Missouri Bar staff member working the program at the completion of the seminar. Online Events If attending an online event in which Kansas credit has been approved: • Throughout the program, a pop-up box will appear in the upper left corner of your screen. You must click SAVE to confirm your presence. The codes will be saved into the certification section for you to submit after the program. • You must email your Kansas Bar number to teresal@mobar.org within one week of this program in order for us to report your attendance. Attendance for this program will be reported to Kansas CLE only for those participants who enter the required codes and who participate in the entire call.
  • How do participation codes work? PARTICIPATION CODES FUNDAMENTALS Participation Codes (Letter Codes) are shown throughout certain types of programs to confirm attendance in order to complete Certification. Each code will consist of a single letter Each participation code will not be announced in any way. There are no audio cues when a code is displayed. The participation code will not display during any program breaks. The codes typically are scheduled for a repeat showing if the code is not saved during it's first showing. HOW DO PARTICIPATION CODES WORK Participation Codes are not part of the video or the video player but are a graphic overlay in the viewer. Codes will display even if video is completely not working (such as being blocked by firewall) or if you are experiencing temporary buffering / playback issues. Codes only need an Internet connection at the most basic level to display. Codes will display no matter how the viewer is resized. TYPICAL PARTICIPATION CODE VIEW ENTERING PARTICIPATION CODES SAVE LETTER CODE During the display of each Participation Code there will be a "Save Letter Code" button If you click on this button, the participation code will automatically enter that code into your certification process. If you use the ‘Save Letter Code’ button and if the code was scheduled to display an additional time, you will not see the repeated display as you have already acknowledged and entered the code. MANUAL PARTICIPATION CODE ENTRY You can also enter Participation Codes manually by going into the Participation Codes section of your certification process and typing in the code. Each code will auto-save as you enter each code. If you type in a code manually and if that code was scheduled to repeat display later on, you will see the repeated display. Ignore repeat displays of the same code as you have already entered in that code. Whether you use Save Letter Code or enter codes in manually, we recommend writing down each of these participation codes on a piece of paper as well. Saving the letter code is for your convenience, but knowing the codes proves attendance. WATCHING ON MOBILE DEVICE / CE21 MOBILE APP Watching on a mobile device will allow for viewing participation codes with the exception of iPhones (iPad will display codes fine). iPhone users will see the below message when trying to launch a program with participation codes in their browser on the device: We recommend iPhone users download the CE21 Mobile App to view programs with Participation Codes SUBMITTING PARTICIPATION CODES Upon completion of the program you will be required to click on the "Submit" button to submit your Participation Codes. Cancellations & Refunds


  • Cancellations & Refunds Multi-day Onsite Programs | Refer to the program's "Cancellation Policy" tab for specific information regarding cancellations and refunds. For All Other Programs Produced by MoBarCLE All cancellations requests must be sent in writing to mobarcle@mobar.org Full Refund | Cancellation must be received no later than 8 calendar days prior to the date of the program. Partial Refund | Registration fee minus the cost of self-study materials | Cancellation must be received no later than 2 business days after the date of the program. You will have access to the program's self-study materials located in your streaming classroom. No Refund | For cancellations received more than 2 business days after the date of the program. You will have access to the program's self-study materials located in your streaming classroom. Self-Study Materials | All sales are final | No refunds are provided for electronically delivered materials.
  • Will the program I am planning to attend be cancelled if there is bad weather? MoBarCLE will make every effort to notify attendees should inclement weather cause a program to be cancelled or delayed. Attendees should ensure that their phone number and email are current.

Technical Support


  • I forgot my username or password. What do I do? Click HERE to reset your username or password.
  • My video is stuck or has stopped playing Please try using the "Reload Video" button that is located at the bottom left corner of your program viewer. If you continue to run into issues, then you may want to try refreshing your entire viewer browser tab by going to the Help tab in the viewer and clicking on the "Reload Viewer" text at the top of this tab. If the issue continues, please reach out to customer support for further assistance.
  • My video playback is stuttering, buffering, or playing poorly There are a couple main culprits that may cause streaming playback issues. We've found the following troubleshooting steps correct the vast majority of buffering or stuttering performance issues. Any option by itself may clear up the playback issues. TEMPORARY VIDEO PLAYBACK ISSUE If your video has stopped momentarily and this issue isn't occurring consistently, please click on the "Reload Video" button at the bottom left corner of your viewer. If a video playback issue consistently repeats - see below section. CONSISTENT VIDEO PLAYBACK ISSUE STEP #1: LOCK ONTO THE LEAST DEMANDING VIDEO STREAM You may be having intermittent issue with your Internet connection. This solution will lock you onto the lowest video stream that may smooth out your video playback experience. Hover your mouse over the video player Hover your mouse over the HD text at the bottom right of your video player Select "180" to lock your video onto the least demanding video stream. If video playback issues continue - move onto Step #2 below STEP #2: ​SWITCH TO AN ALTERNATE INTERNET BROWSER Your Internet cache in your browser may need to be cleaned/cleared out. If you are unsure on how to clear your browser cache, an alternate and quicker option is to try switching to a different browser than the one you're currently using to continue viewing the program. If you're on Internet Explorer or Safari - try switching to view the program on Google Chrome browser (or vice versa). Other popular browsers such as Opera and Firefox are compliant with program playback. Switching to a different Internet browser to resume playback resolves the vast majority of playback issues. If playback issues continue, then please reach out to customer support for further assistance.
  • Do I need special equipment / What are minimum specs needed to view programs? You can test your internet connection & system by clicking on this link (which will open a program viewer in a new tab). You should see a test video, hear audio and see a test PowerPoint slide. If you are having trouble with the test video buffering or not playing, please feel free to contact Customer Support for assistance. While viewing programs is compatible with a wide variety of operating systems, browsers and internet connections, below are some suggestions to better assure compatibility and a better viewing experience. If you are unsure on what browser and/or operating system you are on, you can click on this ​link (Windows 10 may show as Windows NT 10.0) ***Click on each panel section below to view the related suggested minimum system specs *** + OPERATING SYSTEM Windows Windows 7, 8, 8.1 & 10 are all supported. We recommend Windows 8.1 and above for the best compatibility and viewing experience. Mac OS Mac OS X 10.12 (Sierra), Mac OS X 10.11 (El Capitan), Mac OS X 10.10 (Yosemite), Mac OS X 10.9 (Mavericks), Mac OS X 10.8 (Mountain Lion), Mac OS X 10.7 (Lion) & Mac OS X 10.6 (Snow Leopard) are supported We recommend Mac OS X 10.9 (Mavericks)and above for the best compatibility and viewing experience. Close this section + INTERNET CONNECTION Streaming programs require a minimum of 250Kbit/s of download speed in order to play without issue. Please click on this link to run a speed test to test your current Internet Connection. If your speed test results for Download are 0.30Mbps or lower you may want to contact your Internet Service Provider (ISP - such as Comcast, Spectrum, AT&T) to troubleshoot. Poor Results Good Results We recommend an internet connection download speed of 1Mbps for the best viewing experience. WIRED CONNECTION VS WIFI CONNECTION While WiFi routers have come a long way, a wireless connection is susceptible to more connection issues than a wired connection. Distance from the wireless router, walls, other wireless signals can all impact your connection. If you run into any performance issues in viewing a streaming program, we recommend switching to a wired connection. Please note that you typically will need to disable your wireless connection in order to confirm you are on a wired connection. We recommend a wired Internet connect with at least 1Mbps of download speed for the best viewing experience Close this section + CE21 MOBILE APP (Android / iOS) Our CE21 Mobile App allows you to view programs on the go (or at your desk!) and works via either your phones WiFi connection or by mobile 4G/LTE cell connection. Please note that downloading or streaming video on your phones cell connection (4G/LTE) may vary in quality depending on your location. Check your cell phone carrier if you are unsure on how much monthly bandwidth your plan includes.   • Can programs be viewed on mobile devices? Yes, mobile viewing is fully accessible on all iOS and Android devices via your mobile browser. For the best experience, we recommend downloading the CE21 Mobile app. The CE21 Mobile app can be download via the below links: Once the app is installed, log into the app using the same email and password you used to access the website.
  • How do I Enter or Exit Full Screen Video Playback in the Program Viewer? This article describes how to enter and exit full screen video while in the program viewer in your Internet Browser. If the program has slides, these will still be visible as a picture-in-picture (PIP) experience which can be moved and resized to your preference. ENTER FULL SCREEN VIDEO To enter full screen video playback: Hover your mouse over the video playback to see overlays appear on the bottom of the player (like Youtube) Click on the "Fullscreen" overlay icon in lower right corner of the video. EXIT FULL SCREEN VIDEO To exit full screen video playback: Hover your mouse over the video playback to see overlays appear on the bottom of the player (like Youtube) Click on the "Non-Fullscreen" overlay icon in lower right corner of the video. Alternatively, you can click on the ESC key on your keyboard to exit full screen video. ENABLE FULL SCREEN VIDEO EXIT FULL SCREEN VIDEO Alternatively, you can click on the ESC key on your keyboard to exit full screen video.
  • How do I Enter or Exit Full Screen Slides in the Program Viewer? This article describes how to enter and exit full screen slides while in the program viewer in your Internet Browser.   • How do I Opt-In for Text Notifications To receive SMS text message reminders about the programs you have registered for: 1. Sign in and click on your account. 2. When your account appears, click on the Notification Options button under your picture. 3. Complete the Notifications Options pop-up window and press Save Changes.
