The Honorable Angela R. Arkin is a 1983 graduate of Emory Law School, and is licensed in Colorado, Georgia and the District of Columbia. In August 2000, after practicing civil, criminal, and family law in Georgia and Colorado for over seventeen years, Judge Arkin was hired as a District Court Magistrate in Arapahoe County. She was then appointed to a District Court Judgeship in July, 2002, and served in Arapahoe, Douglas, Elbert and Lincoln Counties until January, 2016. In October 2015, Judge Arkin was chosen as the District Court Judge Honoree for the Colorado Judicial Institute Judicial Excellence Award, and received many other awards and recognition for her service to the Colorado bench, bar, and Colorado families. Judge Arkin retired from the District Court bench in 2016, and created The Self-Represented Resource Center™ (SRRC), at The Harris Law Firm, to provide unbundled legal services to self-represented litigants. In May of 2017, Judge Arkin joined the Judicial Arbiter Group, Inc. (JAG), where her current practice includes mediation, arbitration, med/arb, special master and appointed judge services in domestic relations, civil, and probate cases.

In October 2017, Judge Al Harrell and Judge Arkin created the “Symposium on Race,” an ongoing monthly forum for discussion of race issues (symposiumonracedenver.com). Judge Arkin is a member of the Colorado Chapter of the National Academy of Distinguished Neutrals, is a Co-Editor, Author and Reviser of the CBA Bench Bar Book on Domestic Relations, serves on the Colorado Child Support Commission, is on the Douglas County Domestic Relations Best Practices Team, volunteers as a mediator at the Douglas County District Court, and is President of the Colorado Chapter of the American Academy of Matrimonial Lawyers, amongst other professional activities.

Hon. Margaret Donnelly was appointed circuit judge in August, 2016, by Gov. Jeremiah W. "Jay" Nixon. She was a St. Louis County Family Court commissioner from 2013 until her appointment as circuit judge.

Judge Donnelly holds Bachelor of Science and Master of Social Work degrees from Saint Louis University and graduated cum laude from Saint Louis University School of Law in 1988. From 1988 to 2009, she was engaged in the private practice of law. She served in the Missouri Legislature as a state representative for District 73 from 2003 to 2009 and was the Director of the Missouri Department of Health and Senior Services from 2009 to 2012.

Judge Donnelly has been honored for service by the Missouri Judicial Conference and Legal Services of Eastern Missouri. She received the Women's Justice Citizenship Award, St. Louis Children's Hospital Advocate of the Year award, and Paraquad Disability Rights Legislative Leadership Award.  She is a member of the Missouri Bar, St. Louis County Bar Association, Bar Association of Metropolitan St. Louis, Women Lawyers' Association and Mound City Bar Association.

Barbara Glesner Fines is the Rubey M. Hulen Professor of Law and Dean Emerita of the University of Missouri - Kansas City School of Law, where she has been a member of the faculty since 1986.  She served as Executive Associate Dean from 2008 to 2016 and as Dean from 2017 to 2023. Glesner Fines received her master of law degree from Yale University and her J.D. (cum laude) from the University of Wisconsin Law School.

Professor Glesner Fines is an expert on professional ethics, legal education and the professional identity formation of law students. She has authored numerous articles and books on these subjects and is a fellow in the Holloran Center for Ethical Leadership. She has created several innovative programs at the School of Law.  She helped to found the UMKC School of Law Child and Family Law Program, which is currently ranked as one of the top four programs of its kind in the United States.  She is also one of the founding faculty members of the School of Law’s Center for Law, Entrepreneurship and Innovation.

Glesner Fines currently teaches Professional Responsibility, Client Interviewing, and Family Violence.  She also directs the Self-Help Legal Clinic.  Students in the clinic provide instruction, referral, brief advice, and limited scope representation to self-represented litigants in a variety of subject areas.  Students learn technology skills to build self-help resources and community education skills in pro se classes.

Billy co-founded the Hawaii Bar Association’s Lawyers & Judges Assistance Program and Intervention Committee and has served on the Missouri Supreme Court Intervention Committee for the past 23 years.   •  All cancellation and refund requests must be in writing to registrar@mobar.org
     
  •  A FULL REFUND of the registration fee will be issued if we receive your written cancellation by July 28, 2020. You will not have access to electronic course materials.
     
  •  NO REFUND of the registration fee will be issued if we receive your written cancellation after July 28, 2020.  You will have access to electronic course materials.
