Susan Appelquist graduated from the University of Missouri, Columbia, with a J.D. in May, 1979. Susan has practiced Law in Mt. Vernon, MO for 40 years, concentrating on probate and family law. Susan is a member of the Missouri Supreme Court Advisory Committee and serves as vice-president.
The Honorable Angela R. Arkin is a 1983 graduate of Emory Law School, and is licensed in Colorado, Georgia and the District of Columbia. In August 2000, after practicing civil, criminal, and family law in Georgia and Colorado for over seventeen years, Judge Arkin was hired as a District Court Magistrate in Arapahoe County. She was then appointed to a District Court Judgeship in July, 2002, and served in Arapahoe, Douglas, Elbert and Lincoln Counties until January, 2016. In October 2015, Judge Arkin was chosen as the District Court Judge Honoree for the Colorado Judicial Institute Judicial Excellence Award, and received many other awards and recognition for her service to the Colorado bench, bar, and Colorado families. Judge Arkin retired from the District Court bench in 2016, and created The Self-Represented Resource Center™ (SRRC), at The Harris Law Firm, to provide unbundled legal services to self-represented litigants. In May of 2017, Judge Arkin joined the Judicial Arbiter Group, Inc. (JAG), where her current practice includes mediation, arbitration, med/arb, special master and appointed judge services in domestic relations, civil, and probate cases.
In October 2017, Judge Al Harrell and Judge Arkin created the “Symposium on Race,” an ongoing monthly forum for discussion of race issues (symposiumonracedenver.com). Judge Arkin is a member of the Colorado Chapter of the National Academy of Distinguished Neutrals, is a Co-Editor, Author and Reviser of the CBA Bench Bar Book on Domestic Relations, serves on the Colorado Child Support Commission, is on the Douglas County Domestic Relations Best Practices Team, volunteers as a mediator at the Douglas County District Court, and is President of the Colorado Chapter of the American Academy of Matrimonial Lawyers, amongst other professional activities.
Judge Jon Beetem is the Division I Circuit Judge for the 19th Judicial Circuit which is Cole County. He maintains a general docket of civil and criminal cases. He also has primary responsibility for the juvenile docket, including both abuse and neglect cases as well as delinquency.
Judge Beetem is a graduate of the University of Kentucky College of Pharmacy as well as the University of Missouri-Columbia School of Law. Prior to becoming a judge, he maintained a general law practice focusing on litigation in the areas of administrative, probate and juvenile law.
Cindy Bentch attended law school at the University of Virginia and has practiced law in large and small firms, been an assistant county prosecutor, lived overseas doing community development work, and was a visiting professor of law at Mizzou. She currently focuses her solo practice on adoptions and guardianships for children.
Melinda J. Bentley serves as Legal Ethics Counsel in Missouri where she provides oral and written informal advisory opinions to attorneys on issues related to the Missouri Rules of Professional Conduct. In that position, she also serves as administrator and counsel to the Advisory Committee of the Supreme Court of Missouri. She began serving in that position in 2012. Prior to that she worked for the Illinois State Bar Association as Assistant Counsel from 2001-03, First Assistant Counsel from 2003-11, and Assistant Director of Legislative Affairs from 2009-11. She is a frequent speaker and author on professional responsibility matters. Ms. Bentley currently serves as a member of the Planning Committee for the American Bar Association (ABA) Center for Professional Responsibility’s National Conference on Professional Responsibility, the Planning Committee for The Missouri Bar Solo and Small Firm Conference, The Missouri Bar’s Special Committee on Remote Public Access to Case.net, and the National Organization of Bar Counsel’s Committees on Amicus, Website, Program, and Diversity, Equity, and Inclusion. She was a board member and officer of the National Organization of Bar Counsel from 2015-2020, including a term as President from 2018-2019, and formerly served on the ABA Standing Committee on Ethics and Professional Responsibility (2020-2023), Editorial Board of the ABA/BNA Lawyers’ Manual on Professional Conduct as a member (2015-2016) and Chair (2016-2018), as well as a member of the ABA Center for Professional Responsibility Coordinating Council (2016-2018). She is licensed in both Missouri and Illinois, and is a member of The Missouri Bar, Illinois State Bar Association, American Bar Association, National Organization of Bar Counsel, Bar Association of Metropolitan St. Louis, Cole County Bar Association, and Mid-Missouri Women Lawyers’ Association.
Maureen Brady is partner and founder of McShane & Brady, LLC. Her practice focuses on all areas personal injury but has established herself as a leader involving issues of medical privacy, specially HIPAA law.
Hon. Margaret Donnelly was appointed circuit judge in August, 2016, by Gov. Jeremiah W. "Jay" Nixon. She was a St. Louis County Family Court commissioner from 2013 until her appointment as circuit judge.
Judge Donnelly holds Bachelor of Science and Master of Social Work degrees from Saint Louis University and graduated cum laude from Saint Louis University School of Law in 1988. From 1988 to 2009, she was engaged in the private practice of law. She served in the Missouri Legislature as a state representative for District 73 from 2003 to 2009 and was the Director of the Missouri Department of Health and Senior Services from 2009 to 2012.
Judge Donnelly has been honored for service by the Missouri Judicial Conference and Legal Services of Eastern Missouri. She received the Women's Justice Citizenship Award, St. Louis Children's Hospital Advocate of the Year award, and Paraquad Disability Rights Legislative Leadership Award. She is a member of the Missouri Bar, St. Louis County Bar Association, Bar Association of Metropolitan St. Louis, Women Lawyers' Association and Mound City Bar Association.
Judge Donnelly lives in St. Louis County with her family.
Whittney Dunn is a professional responsibility attorney providing legal ethics and professional responsibility advice to the attorneys of Barnes & Thornburg LLP, an AmLaw 100 firm. Lara Webb Fors joined Public Knowledge® after serving for over 25 years in the IV-D child support program of Missouri in both county and state leadership roles. Lara received her BA from Central Methodist College and her J.D. from UMKC. She is a member of both the Missouri and Kansas Bars.
Mr. Fredrick received both his Bachelors in Business Administration and Juris Doctor from the University of Missouri-Kansas City.
Before entering private practice, Mr. Fredrick had the opportunity to clerk for the Honorable Cheryl Rosen in Independence, Missouri. In his second year of practice, he had the distinct opportunity to argue before the Southern District Court of Appeals and the Missouri Supreme Court. In 2005 he accepted a commission in the Army Reserves as a JAG officer and graduated from the United States Army Judge Advocate General School in Charlottesville, Virginia later that year. After practicing with Fredrick, Rogers, & Vaughn, P.C. in Springfield, Missouri for five years, Mr. Fredrick started a solo practice in 2008.
Barbara Glesner Fines is the Rubey M. Hulen Professor of Law and Dean Emerita of the University of Missouri - Kansas City School of Law, where she has been a member of the faculty since 1986. She served as Executive Associate Dean from 2008 to 2016 and as Dean from 2017 to 2023. Glesner Fines received her master of law degree from Yale University and her J.D. (cum laude) from the University of Wisconsin Law School.
Professor Glesner Fines is an expert on professional ethics, legal education and the professional identity formation of law students. She has authored numerous articles and books on these subjects and is a fellow in the Holloran Center for Ethical Leadership. She has created several innovative programs at the School of Law. She helped to found the UMKC School of Law Child and Family Law Program, which is currently ranked as one of the top four programs of its kind in the United States. She is also one of the founding faculty members of the School of Law’s Center for Law, Entrepreneurship and Innovation.
Glesner Fines currently teaches Professional Responsibility, Client Interviewing, and Family Violence. She also directs the Self-Help Legal Clinic. Students in the clinic provide instruction, referral, brief advice, and limited scope representation to self-represented litigants in a variety of subject areas. Students learn technology skills to build self-help resources and community education skills in pro se classes.
Ginger Gooch is a partner in the Springfield, Missouri office of Husch Blackwell LLP. She has a commercial litigation, appellate, and higher education practice and represents both K-12 and higher education institutions in litigation and other matters. She is a Past President of the Springfield Metropolitan Bar Association and received the David J. Dixon Award from the Missouri Bar for outstanding appellate advocacy.
Simone Haberstock has been a family law attorney for 30 years and a mediator for 20 years. She acquired a Masters of Law in Dispute Resolution from University of Missouri School of Law in 2013 where she did IRB approved research on a mediation-arbitration process. Since graduating, she has founded a non-profit mediation service, Confluence Missouri, Inc.; served on the Mediation and Parenting Coordination Oversight Committee in St. Louis County Circuit Court; and worked on a number of court-connected ADR and problem-solving court projects across the state. She recently completed an interview research project of Missouri litigants who used mandatory mediation and has assisted in the production of two videos for the public on ADR processes. She has mediated over 400 cases including family, small business, employment, landlord-tenant, and small claims matters. Ms. Haberstock has spoken and presented on a variety mediation and ADR topics, including the decision- making process, at both national and statewide conferences. She also served on the Board of Governors for the Bar Association of Metropolitan St. Louis for 10 years and is the immediate past-president of the Missouri Chapter of Association of Family and Conciliation Courts.
Ms. Irwin has over 20 years of experience working in the legal field; first as a paralegal, and then as an attorney. Her work history has exposed her to many different areas of law including personal injury, criminal defense, and family law.
As a young attorney, Ms. Irwin was appointed by the Court on behalf of children in custody and juvenile actions in which abuse or neglect was alleged. During this time, she realized how much of a need there was for zealous advocates in family law. This has become her main focus, and Ms. Irwin still serves as a Court-appointed Guardian ad Litem, since helping kids is truly where her passion lies.
Ms. Irwin has handled an appeal in the Western District Court of Appeals, including the oral argument which was held at the University of Central Missouri (UCM) in front of more than 100 audience members.
The Honorable Susan S. Jensen practiced family law in Springfield before being appointed as Family Court Commissioner, Division II, for Greene County in 2016. She is a Fellow in the American Academy of Matrimonial Lawyers. Commissioner Jensen graduated from William Jewell College and the University of Iowa College Of Law.
Bob Kirkland is the founding partner of Kirkland Woods & Martinsen LLP, with offices in Liberty, Missouri, Springfield, Missouri, Clayton, Missouri and Overland Park, Kansas. He works with a variety of individual clients in the areas of gifting techniques, asset protection, charitable planning and business succession planning. He also advises fiduciaries in estate and trust administration matters.
Mr. Kirkland is a Fellow of the American College of Trust and Estate Counsel (“ACTEC”), is a past Missouri State Chair of ACTEC, and a past member of the ACTEC Board of Regents and ACTEC Executive Committee. J. Matthew Miller is an attorney and mediator in Springfield. His practice areas include family law, appellate practice (2014 recipient of The Missouri Bar David J. Dixon Appellate Advocacy Award,) and mediation. He is president of the Association of Missouri Mediators.
Dr. Sol Rappaport specializes in Forensic Psychology. He has been appointed in over 800 custody evaluations and has testified throughout Illinois as well as nationally. Dr. Rappaport also consults with attorneys nationally for purposes of work product review, cross examination and expert witness testimony. Dr. Rappaport has presented nationally on custody, relocation, alienation, psychological testing and other topics to various state bar associations, including the American Bar Association's Family Law section and the American Academy of Matrimonial Lawyers. He has trained both attorneys and mental health professionals on the use of psychological testing in custody evaluations. He consults with and trains attorneys in cross-examination techniques.
Dr. Rappaport has been on faculty at the Houston Family Law Trial Institute and is currently on faculty of the National Institute for Trial Advocacy/American Barr Association's Trial Advocacy Institute and the Oklahoma Bar Association's Family Law Advocacy Trial Law Institute.
Dr. Rappaport has several professional publications including a book on the prevention of sexual abuse as well as articles in Family Law Quarterly, Family Court Review, and the Journal of the American Academy of Matrimonial Lawyers. He has written peer reviewed journal articles, and completed other professional writings as well. Dr. Rappaport is also the Past-President of the Illinois Chapter of the Association of Family and Conciliation Courts. In addition to his forensic practice, Dr. Rappaport is a co-founder of five therapeutic day schools serving children with emotional/behavioral problems or high functioning autism. He also performs psychological testing, risk assessments, and fitness for duty evaluations for local school districts and law enforcement agencies.
Craig D. Ritchie has practiced law for over 26 years. His practice is limited almost exclusively to family law matters. He graduated in 1989 from the University of Missouri Law School. In addition to his family law practice, Mr. Ritchie has taught Domestic Relations in the legal studies program at Missouri Western State College. Mr. Ritchie is also a frequent speaker to Continuing Legal Education classes for Missouri lawyers practicing family law. Mr. Ritchie resides in Columbia, Missouri. His interests include sports, children’s activities, church, and historic preservation. Mr. Ritchie serves on the executive committee and is the former Director of the American Legion Missouri Boys State, a program which teaches citizenship and government to high school seniors. For over thirty years, Mr. Ritchie has volunteered his time to this outstanding program.
Commissioner Rosen was appointed in 1994. She helped to draft the adult abuse statute, and argued its constitutionality. She was often appointed as a GAL. She is a member of AAML.
She has given numerous professional presentations. She has been honored by KCMBA and Mo. Lawyer's Weekly for her service.
Pamela was a staff attorney with Legal Aid of Western Missouri (LAWMO) for 14 years. In 2015, she became the managing attorney of the Joplin office, managing a staff of five attorneys, three paralegals and one support staff.
As a staff attorney, Pamela was a member of the domestic unit in the Kansas City office of LAWMO from 2001 to 2007, focusing on the representation of victims of abuse in divorce, paternity, custody, and orders of protection. She also served as Guardian ad Litem in child orders of protection. In 2007, she joined the Joplin office of LAWMO as their VAWA-STOP grant attorney representing victims of abuse in orders of protection. She continues to represent victims of abuse in family law matters and represents many clients in housing, consumer, probate, and income maintenance cases.
Pamela is the current chair of the Family Law Section of The Missouri Bar. She is licensed in Missouri and Kansas.
Pamela received her Juris Doctor in 2001 from the University of Missouri-Kansas City. She received a B.A. in political science from the University of Missouri-Columbia in 1998.
Patricia M. "Tricia" Scaglia is a solo practitioner in Independence primarily practicing in family law. She frequently serves as a guardian ad litem and mediator.
Tricia has served on The Missouri Bar Board of Governors since 2012. She is a past chair of the Family Law Section. Tricia was a recipient of the President's Award in 2016 and was the 2012 recipient of the Roger P. Krumm Family Law Award.
Tricia earned her Juris Doctor from University of Missouri-Kansas City School of Law in 1997.
Hon. Leslie Schneider, Associate Circuit Judge, Division X, was elected to the court in 2006 and re-elected in 2010 and 2014. Division X handles all family law matters including juvenile, dissolution of marriage, adult abuse dockets. Judge Schneider serves as the administrative judge of the Family Court. Judge Schneider is a graduate of the University of Missouri - Columbia School of Law, with an undergraduate degree from the University of Missouri - Columbia.
Prior to election to the court, Judge Schneider was in private practice in Columbia with the law firm of Harper, Evans, Schneider and Netemeyer. Judge Schneider was previously Municipal Judge for the City of Columbia and an Assistant Attorney General. Judge Schneider is a founding member of the Elwood Thomas Inn of Court. She is a member of the Committee on Access to Family Courts and Family Court Committee. She has been an adjunct faculty the University of Missouri - Columbia School of Law where she teaches family law. Judge Schneider's husband Tom is a practicing attorney in Columbia. They have two children and two grandchildren.
Larry V. Swall is a family law attorney, licensed in Kansas and Missouri, with offices in Overland Park and Liberty. His private practice is concentrated in areas of family law and domestic mediation. Practicing for over 30 years, Mr. Swall was twice honored by the Missouri Bar.

Billy Wear is an attorney, mediator, addiction consultant and interventionist, minister and a marriage and family counselor.
Billy has been assisting Missouri attorneys, judges and their families with addiction and codependency issues and for over 40 years. Billy co-founded the Hawaii Bar Association’s Lawyers & Judges Assistance Program and Intervention Committee and has served on the Missouri Supreme Court Intervention Committee for the past 23 years. In 2013 Billy received the Missouri Bar Association’s Warren Welliver Award exemplifying compassion and concern for impaired lawyers in Missouri.
Billy has taught undergraduate and graduate classes in the areas of addiction, co-dependency, recovery, meditation and mindfulness at Missouri State University, Chaminade University, University of Hawaii, Antioch University, Drury University and the Forrest Institute of Psychology. He has been a presenter and speaker at the following state, national and international conferences: the National Wellness Conference; the American Holistic Medical Association Conference; the World Conference on Logo Therapy; the American Holistic Nurses Association Conference; the International Conference on Family and Conciliation Courts; the Hawaii Bar Association’s Family Law Section Conference; the Missouri Bar Association’s Annual Conference; the American Association of Marriage and Family Therapists annual conference; and the International Conference of the Pacific Social Science Institute.
